They might be stuck, a litium grease spray can help. Spray the actuators to lubrucate them, a slight knock with hand should loosen them out.
The other option would be the wire cable needs lubrication as well.
Hopefully the knob mechanism is not broken from old age.

There is actually one electrical.
90* above gas pedal, there is a gray box at which you can see the leverage control mechanism. make sure everything is well lubricated.
remove glove box and below the air box you will see a white leverage piece, a black wire will come out the clinate controls and hook up to that mechanism.
The driver side box controls vents and passenger side(wire operated) control the recirc Vent mechanism.
Again make sure they are well lubricated.and no worn out spots(out or rounf or weird shape) making the rotating point stuck,

Btw,
You tested the climate controls for power, right?.
A bad ground or fuse wont let them work.

It should.
But test the plug that connects to the climate control unit as well. Vibration can cause it to lossen out if it was touched before. Odd but possible

Check Black/Yellow wire thats power cable for the Plug.
