autozone sells a black and red wrinkle coat, both made by krylon, I think VHT makes one as well but its only going to be in black(sounds like your choice to begin with). The krylon stuff works pretty good, I havent tried the VHT version, but I think it costs around 8 bucks a can compared to 4 bucks a can for the krylon version. I think the best bet for the VHT would be a specialty store or a paint shop, I dont believe autozone carries it....

I've heard that krinkle coat powdercoating will give you better results. I've tried painting my valve cover with krinkle paint twice, and it didn't turn out with a consistent krinkle on both occassions. I wouldn't use krinkle paint again.

I ran into the same problem the first time I did it as well, it came out really nice in spots, and in other areas its like it didnt even wrinkle, I ended up stripping it down, putting on bulldog paint adhesive, and spraying it again, and it came out good, consistent all the way across, just make sure you follow the directions on the back of the can to the letter, I sprayed it like normal paint the first time and perhaps thats the reason it turned out the way it did at first...
