While the US climate control doesn't have the auto AC function, it is not all mechanical. In particular, the "where does the air go" selection is done with a motor, I believe. The Civic of the same era does have cable-actuated flaps. Apparently you need to switch to the Civic climate control stuff if you want to add a Civic cruise control because the CRX control motor gets in the way.I think the VT model is the same as our US models, where it is all mechanical, where the JDM version has the wonky "Auto AirCon' function, so it's a bit more electrical.
