make sure the 4 wire plug in your underhood fuse box is plugged in. thats the ELD plug. if it is still throwing a code you probably need to replace the fuse box. there is a test procedure, but if its throwing the code, its probably just broken.

having the ELD code will not affect your car in any noticeable way, its simply an amneter in the fuse box.

Yep. All it's used for is so the ECU know's when it's safe to switch the voltage regulator from 14.5V to 12.5V (i.e. when the engine's warmed up AND there isn't much electrical draw). I'm guessing if the ECU threw the code for it, it will just stay at 14.5V all the time which is fine. It may have a microscopic effect on your gas mileage.
