My 89 HF with 210,000 miles failed emissions because the hyrdocarbon level was too high. Especially at high idle. It did this before and the guy at the shop was able to tune it to get it to pass.
I moved to a new county and this new shop says it can not do anything.
What can I do? ATF in the pistons?

The ATF in the cylinders helps to clean off carbon deposits. Carbon deposits usually result in high NOx (Oxides of Nitrogen)

Sounds like the car could use a good tune-up. Adjust valve lash, spark plugs, dizzy cap and rotor. Check/replace fuel filter. That would probably help a lot. Check your plug wires too.

Go out and get a can of SeaFoam. That stuff works miracles in the engine and helps with emission alot.

SeaFoam cleans engine deposits. It probably won't help him much with his Hydrocarbon problem.
