Most of the articles I've read describe using a wooden baseball bat wedged between the tire and the fender to roll the fender lip. I'm not sure if there is a "professional" way to do this.
I think I saw a "fender lip roller" tool on tire rack one time. It cost several hundred dollars. It seems to me that a baseball bat would work just as well (for much less money). Leverage is the key.
