Let's just say hypothetically I don't have a fast idle valve because I used to have a ITR manifold, and I may have made a block off plate to stop the vacuum leak.

How important is the whole fast idle setup? Can you still get a consistant idle without it (I'm assuming yes because the ITR manifold had nothing of the sort).

You mean the vacuum thing to keep from stalling? On my throttle body I have one that I disconnected. The ECU adjusts the idle for me when I start up (b16 with p28 ecu). I don't have a stall problem at all.
