Cutting stainless is the same as cutting mild as far as I know.

the dremel would suck, but a hacksaw, sawzall, cutoffwheel, anything like that should work great.

you can also go to your local autozone/whatvere you have like that and borrow a pipe cutter. its like a bike chain with teeth on it, you wrap it around a pipe and rotate it back and forth. then you dont have to spend any money
