I agree. Nothing wrong with getting something partially restored/modded and going from there. Main issue is what is your ability and resources to do the changes yourself. If you never touched a wrench, then don't get a fixer upper. If you don't have a garage, take that into account, because there is a learning curve to getting these things right.
