I've just recently gotten my old 89 crx si up and running. Haven't driven it since 2015 in highschool. I've gone through and replaced a few things like new dizzy, water pump, timing belt, plugs and wires, clutch, flywheel, rear main seal, dropped gas tank and replaced fuel pump. Now that I have it back to proper running shape I'm slowly getting more parts for it. Oversized 76mm P29 pistons, y8 head gasket, skunk 2 intake manifold, trying to get in touch with delta for a cam regrind, not sure if they're still doing them considering most posts I see are from 15 years ago lol. should make 11.9:1 or maybe a little higher compression, with a good cam hoping to get 135hp or so anything beyond that is great. Will I need to worry about getting a chipped ecu for this or can I stay on stock tune? Also should I worry about fuel pressure or will stock fuel system suffice? Also already has 2.5" or 3" apexi exhasut with header. Any current places to get a cam regrind and suggestions would be great as well.

Also I've looked at other threads but can't get a certain answer for ECU and can't find options for them.

If you are spending the money on performance parts, why would you not spend the money on a tunable ECU. Otherwise you'll be reaching rev limiter way earlier than your power range will be. Tunable OBD0 ECU's with Turbo Edit may still be available. Chipped ECU's for OBD0 maybe. Switching to OBD1 with Hondata probably best choice. Also with that compression, you will be using premium fuel. 135hp should be easy with the combo you listed. But peak power will be around 7200-7500 RPM, so reason for tuned ECU.
