I'm looking at a B16 rex around here. When it first starts up, the thing runs like crap, with a low and fluctuating idle. If I give it gas for a minute or so, the idle comes up to somewhere between a smooth 750 to 1000. Turning off the car causes the the same situation. What would cause the engine to have difficulties at start up?

Is it a PR3 ECU? Is it chipped? Mine ran like crap until heated up until I switched to OBD1 and now it runs smooth from cold to warm. I was told it was a common problem with that ECU.
