CRX/D16Z6 + IHE - Wideband Tuning with Crome

Just got through tuning my CRX + D16Z6 with IHE (ODB1+MPFI conversion) using Innovate Wideband kit and am pretty happy with the AFRs from idle to WOT. I tuned for 15.5 cruise, 14-14.5 partial and 13.3 WOT with VTEC engaging at 4600rpm. I added a degree of ignition advance at the VTEC engage RPM. Runs well, no knocking detected.

After comparing my map with the basemap it makes me a little confused though, why would the basemap have crossing over fuel values...?

First off the P28 basemap looks pretty wild as a starting point:

I have read that many peeps recommend building off of a P30 base map and then adjusting the fueling accordingly and populating ignition with the p28 values... is that correct? If so what do you gain here if I am

Any recommendations welcome, this is all open to discussion. Also what are your thoughts on smoothing feature and adjusting the fuel to 98% on 5th gear for cruising mpgs.
