how to clean head?

i want to clean my d15b2 head its got light brown oil under the valve cover nothing to bad but still oily,i also want to clean it without hot tanking it. so any suggestions on whats the best order to clean it in ,and what cleaners will be the cheapest and most effective? couple more Q's is powerwashing it bad? and you dont always need a torque wrench when assembling back the rocker arms right ?

i would torque everything down to spec, unless you got magic memory fingers, and remember how tight they should be.. if i were you i would take off the cam and hot tank it, i know you said you didn't want to, but it is a very good way, if not there is a make your own hot tank with a battery, search somewhere on youtube, i think that's where i saw it once.. power washing isn't necessarily bad, unless you use it right after hot tanking, cuz that could crack your head, or whatever you are doing.. if you are powerwashing, make sure its not hot to the touch if you powerwash...

yeah ill have to search that video, and the bolt for the rocker arms are kinda snugg/tight? ill be tightening them
using only my wrist for strength, torque wrenchs are good but ive had bad experience with unaccurate ones.
