Possible High Idle Issue

So after 2 years I finally have the 88 back to the point where I was able to start it. Ran down a starting issue to the new fuel pump I put in since the tank was out of the car and ended up putting the pump that was in the car and it fired up after some priming the lines. The car immediately went to 3000 RPM on the tach. My problem is that I am leaking fuel out of the fuel filter and waiting for crush gaskets to arrive on Friday. I don't remember it running that I before I sent the car out for welding in 2023. With fuel pissing out of the filter I'm not about to let it get hot to further investigate. Since I don't remember it being this high...What is "normal" for cold start on a D16A6? Last detail is that the A6 is actual a 90 after someone along the way blew the 88.

Verify the throttle moves smoothly and is closing fully (cable is slightly slack when the vacuum pot operates). Unplug the fast idle valve. Unplug the EACV. Look for missing/unplugged vacuum hoses. Try pinching the brake booster hose. Verify the PCV valve is operating (clicks when vacuum hose is pinched/unpinched). Check that all the intake-related fasteners are snug, that you're not missing any gaskets. Break out the can of carb cleaner. Umm... Check your grounds? (thermostat, transmission, valve cover)

Thank you! I'll be going through this checklist over the weekend and will post findings. I am a little concerned about the vacuum lines as the lines, before I knew the engine was a 1990 were set up as an 88. I believe I have switched them correctly to what is correct for a 90 but will double check. I appreciate your time!

I suspect the throttle is being held open. A vacuum leak should be bouncing off the idle speed ceiling, doing the infamous (to FITV-equipped engine owners) bouncing-idle cycle. The ceiling RPM should be higher while the engine is cold, but I would expect 2500 in sub-zero temperatures, not 3k in late summer conditions. I suppose there could be a large vacuum leak combined with a mis-adjusted TPS that's making the ECU think the throttle is open.
I'm guessing the throttle cable was adjusted snug without any vacuum on the dashpot.

The rain cleared out yesterday afternoon so I had a chance to fix the fuel filter leak and take a look at the idle issue. You were correct. I had the throttle cable over tightened. Cold start up then came in at about 2000 RPM and dropped to somewhere in the 650 to 700 range. I'll be checking the idle digitally after a few more checklist items get squared away.
